The SAISA Supplemental Rules are in addition to the Procedural Rules for the Interscholastic Sailing Association “ISSA”.


1. Eligibility


1.1 All teams must be members in good standing with ISSA and SAISA to compete at the “National” and district level.

1.2 National Championships: To participate in the upper level ISSA Great Oaks Invitational Regatta (8-12 grades), or the National Cressy, Mallory or Baker Regattas (9-12 grades), all competitors must be full-time students from the same school and subject to the academic and discipline requirements of their school to be eligible.

1.3 District Championships: To qualify and represent SAISA at an ISSA event via any one of the SAISA’s 4 upper level District Championships (ISSA qualifying regattas): Great Oaks Championship (8-12 grades), or the Cressy, Mallory or Baker District Championships (9-12 grades); all competitors must be full-time students from the same school and subject to the academic and discipline requirements of their school to be eligible.

1.4 North/South Point Regattas: At the district level, all competitors must be full-time students, in the 8-12 grades, and attend the same school.  They may be sailing as a team of 1 or more as a varsity team, club team, or “Other” classification. Additionally, they may be from a school “club” not associated as an on-campus “club” or sponsored by the school, as the school may not yet have a sailing program, team or club, & does not currently recognize this emerging team. The club may be supported by the parents from the same school and have a representative team “advisor”.  

1.5 For points regattas, 8th grade students attending a feeder school (a lower school zoned to attend a SAISA member high school) may sail in skipper and crew positions, and will be so identified in the results and Record of Participation (RP Form).  All teams sailing 8th grade skippers will be scored in place, will be eligible for team and divisional awards, but will receive no more than one-half of a point for their participation in the regatta.  Note that North Gold/Silver Regattas or District Championships by definition are non-points regattas.

1.6 If there is a problem in participation due to an emergency, failure of transportation, or academic requirement, a team will be allowed one substitute, chosen by the Regatta Chairman, who is an eligible sailor from another team present at the regatta, for a crew in order to complete a two/four-sailor team.

1.7 A team lacking sufficient skippers to compete in both divisions of a two-divisional point’s event may register to sail in either A or B division and will be scored DNS for each race in the division in which they do not field a team.  One-division teams will be scored in place, will be eligible for divisional honors, and will receive points according to their over-all place.  Teams without skippers may attend points regattas and may register as 'present'; their sailors may be substituted in crew positions as provided in paragraph 1.6.

2.  Boats


2.1 420s, FJs, V-15s, or JY15s may be used for all doublehanded non-championship events: 420s and FJs are the boats of choice.  The regattas shall be round robin.  Teams may be required to bring one boat with sails and equipment, in good working order.

2.2 420s or FJs shall be used for all doublehanded championship events.

2.3 Laser full Rig and Laser Radial Rig shall be used for all singlehanded events and supplied by the participant. 

3. Conduct of Regattas


3.1 Personnel: Two individuals shall constitute a dinghy crew and can compete in one division A or B.  In the event a team only fills one division for a 2-division event, the regatta chairman can appoint a substitute B division team.  In this case, the team will be scored in place, eligible for trophies, and if it applies, the composite team members will be eligible for regatta participation.

3.2 Junior Varsity (JV): Members must obtain approval from SAISA before competing as a JV team.  The “core” (varsity) team must have a minimum of 12 members before forming a JV team. 

3.3 A junior varsity team may sail in N/S Point events.  A JV sailor may not transfer to the varsity during the event.  The team will be scored in place but will not earn points toward the District Championship.  When boats are limited, the team will not have preference over a non-JV team and may be limited from sailing.

3.4 Spectator Boats: Use of private spectator boats by individuals, if allowed, the operators of those boats understand that both competitors and the coaching fleet may not have contact with these individuals, and that these boats may not interact in any way.

3.5 All participants, coaches, & responsible adults agree to be bound by the ISSA Procedural Rules, SAISA Supplementary Rules, and The Racing Rules of Sailing & by all other Rules that govern these events.

3.6 Record of Participation (RP) Forms: Each team shall enter legibly & completely the names and class years of all skippers & crews as well as the races in which they competed. At the end of the regatta a responsible team representative shall sign the Statement of Compliance. The RP form is due within the stated time limit for posting a protest.

4. Substitutions


4.1 In fleet racing there shall be no limitations on substitutions during a regatta except, when there are two or more divisions, an individual:
-- A.  After competing as a skipper, shall not sail in any other   Division, but
-- B.  After as crew may shift to another Division as skipper or crew but thereafter sail only in that Division.


5. Protest


5.1 A protest of an alleged infringement of a racing rule or sailing instruction shall be established by hailing the word "protest".  Failure of the protested boat to hear the hail shall not be sufficient grounds to refuse to hear the protest.

5.2 A protesting boat shall, at the first opportunity after finishing, notify both the Race Committee & the protested boat of the intent to protest.

5.3 The Protest Committee may hear protests in between races.

5.4 A competitor shall not communicate with a coach concerning a protest and a redress hearing before reporting to the Race Committee an interest to file protest.

6. Discipline


6.1 No contestant shall use, either on or off the water, alcoholic beverages or use any controlled substance, the possession of which is unlawful.  Infringements of this regulation will be the basis for disciplinary action.

6.2 No contestant shall use foul language.  Continued infringement of this regulation will be the basis for disciplinary action.

7. Responsible Adult(s)

7.1 For a team to be eligible to compete, an adult who is responsible for the team must accompany the team.  These responsibilities are in addition to “coaching”.

7.2 At registration, each competitor shall indicate in writing the adult representative that shall be responsible for the competitor through the event.  Competitors without a responsible adult on site may not be scored for races on days for which that adult is absent.

7.3 It is the competitor’s designated adult’s decision to enter the regatta and to start or continue any race.

7.4 The designated adult will accept full responsibility for all actions of the competitor during any activity related to the event, on or off the water.  This includes supervision for the competitor’s proper etiquette when in or about venue grounds, when other team member may be sailing.  Disqualification may result in abuse of host club facilities. 

8. Mallory (Fleet Racing) District Championship Qualification Series: North (NP) South Points (SP) and Caribbean Regions.

8.1 General - SAISA is composed of FL (exclude panhandle), GA, SC, NC, AL (exclude lower Mobile area), TN, Caribbean including PR and is one of 7 districts in ISSA.

8.1a Doublehanded fleet racing – In 1 &/or 2 divisions, A and B.

8.1b Regions defined
8.1b.1 Inland Region – 3 Inland Areas: Inland East (western Carolinas), Inland West (TN), and Inland South (western GA and northern AL)
8.1b.2 Coastal Region –  2 Coastal Areas: Upper Coastal (Carolinas) and Lower Coastal (northern FL and GA)
8.1b.3 Florida Region – south of Jacksonville FL
8.1b.4 Caribbean Region – USVI and PR

8.1c Championship points earned: For 1st – 8th places (8 pts for 1st - 1 pt for 8th place) with participation credit of 0.5 pts for those teams below 8th place. (Refer to 8.6)
8.1c.1 Participation credit may be given for SAISA cross-divisional or for a mixed “composite” team.
8.1c.2 Participation credit may be given when entering an upper level regatta (Great Oaks or Cressy) when dates coincide with a North Point (NP) or South Point (SP) regatta.

8.1d Championship North Gold Series (two divisions): To qualify for the North Points Gold Regatta (NPG), Coastal and Inland Region teams must sail at least four regattas.
8.1d.1 The top 8 school teams, grades 9-12, from each of the 2 North Regions (Coastal & Inland) with the highest number of championship points earned in their respective NP Regattas will move on to the NPG regatta. ISSA Procedural Rules shall apply.
8.1d.2 The top 6 (or more) teams from the NPG regatta will move on to the District Championship.

8.1e Championship Silver Series (one division): The Silver Regatta will be open to NP teams not qualifying for NPG, in their order of performance, within limitations of the venue. School teams with 8th graders directly part of the school/location may sail.
8.1e.1 The top NP school team, 8-11 grade from the regatta will move on to the ISSA Great Oaks Championship Regatta for New Schools to be held the following Nov. in New Orleans.
8.1e.2 The regatta may also be open to other district teams that have not qualified for the district championship.
8.1e.3 The regatta may be open to adjoining districts.
8.1e.4 Members of a team that is eligible to participate in the Gold Regatta or the SAISA District Championship may elect to compete in this regatta but these sailors will then not be allowed to compete in the Gold Regatta or the SAISA District Championship.

8.1f Championship South Point (SP) Series (two divisions): Qualifying teams must sail in at least 4 SP regattas and will count the best 4 out of the total sailed.
8.1f.1 The top 6 (or more) teams will move on to the District Championship.

8.1g Championship Caribbean Point Series: Section 8.1f may be waived for teams outside the continental boundaries based on performance in their scheduled doublehanded fleet racing competition.  If two or more schools are eligible, the representative schools should participate in at least 1 elimination series in their area in order to qualify for participation in the SAISA District Championship. Multiple rotations are desirable.
8.1g.1 The qualification regatta will be limited to 9-12 graders, other teams with 8th graders may sail depending on the venue, but the team will not be eligible to qualify.
8.1g.2 One (or more) school from outside continental boundaries will be eligible to participate in the District Championship in grades 9-12.

8.1h All NP, SP, and Caribbean teams will have the option of participating in adjoining Regional regattas within the limitations set by the Regatta Chair, and boat availability.  The team(s) will be eligible for trophies & scored in place.

8.2 North Points Coastal Region: Upper & Lower Areas

8.2a To qualify for consideration in the NPG Regatta, a team must sail in at least 4 regattas and will count the best of 4 out of the total sailed in the Coastal Region. One (or more) regattas must be sailed in the adjoining Coastal Area, one of which will count i.e., Upper traveling to Lower, etc.

8.2b A number of open regattas will be scheduled and open to all NP teams.  However, priorities may be allowed for teams, on an as needed limited basis, to fulfill their requirement to sail in their 4th regatta (e.g., an Inland team), or their first regatta to meet Silver Regatta requirements.

8.2c Regattas may be scheduled which are area specific with conflicting (identical) dates in both the Upper & Lower Coastal Areas to restricting participation to teams in their immediate Coastal Areas.

8.3 North Points Inland Region

8.3a To qualify for the NPG Regatta, a team must sail in at least 4 regattas and will count the best of 3 out of the total sailed in the Inland Region (the 4th regatta may be in any region).

8.3b Registration preference may be given to Inland Regional teams needing to complete requirements for the NPG or Silver regattas.

8.4 South Points
To be considered as one of the qualifying teams, a team must sail in at least 4 SP regattas and the best 4 out of the total sailed will count. The top 6 (or more) teams may qualify for the district championship.

8.5 Caribbean Qualifier
School teams in the Caribbean area must qualify to participate in the District Championship via a regional qualifying regatta.

8.6 Qualification or championship points: Will be awarded for each NP & SP regatta, with 8 pts for a first place finish, 7 for second place, and so on, such that 8th place finishers get 1 point.  A finish below 8th place, or for 2 or more teams sailing as a “composite”  A / B division team, teams participating in divisional cross-over events or teams that do not finish the regatta may receive 0.5 points.  All teams (including JV) will be eligible for trophies only (if available) & will be scored in place.  In regattas with reduced participants, championship points may be proportionally reduced. Championship points apply for all North Regions for entry into the North Gold/Silver Regattas and for the South Region for entry into the District Championship or the Silver Regatta. 

8.7 As a rule the top six teams each from the North Gold Regatta & the top six from South Point Regattas and one team from the Caribbean may qualify to sail in the SAISA Mallory District Championship & qualifier for the ISSA National Doublehanded Fleet Racing Championship for the Mallory Trophy in the spring. This number may fluctuate depending on external conditions e.g., venue characteristics, hosting requirements for ISSA national championships, etc.  Teams may be chosen by resume if participation is not possible. Typically, a full rotation will be attempted over a 2 day period.

8.8 To provide upward mobility for new sailors, at large team(s) may be selected by district initiative to sail in selected SAISA regattas or at an ISSA Invitational Regatta.  When competing at a district Mallory Championship/Qualifier event, team(s) will be eligible for trophies, if available, but may not be eligible to qualifying for the national regatta. In this case an alternate, next in line, team will be chosen.

8.9 The six (or more) school teams in the south region with the highest number of championship points earned in South Point Regattas, and the top six (or more) school teams in the North Gold Regatta may sail in the SAISA District Championship.

8.10 Only teams with students in the 9-12 grades will be eligible to participate in the North Gold Regatta & District Championship (ISSA Procedural Rules shall apply). School teams chosen from the District Championship, are limited per district allocations, to represent the district at the ISSA Mallory Trophy Fleet Racing Championship.  Maximum 8 sailors/team.

9. Cressy Qualification (singlehanded – Laser Full & Radial)


9.1 One qualifier (SAISA District Singlehanded Championship) sailed in both Laser Full Rig and Laser Radial Rig shall be held in the fall prior to the ISSA National Singlehanded Championship for the Cressy Trophy

9.2 A registered SAISA team may have numerous entrants, 8-12 grades.

9.3 Only teams, 9-12 grades, will be chosen in both full rig & radial rig, limited per district allocations, to represent the district at the National Cressy Trophy Championship.

10. Baker Qualification (doublehanded team racing – min. 6/team)


10.1 One team race regatta for the SAISA District Team Racing Championship & Qualifier for the ISSA National Team Racing Championship (ISSA Procedural Rules shall apply) will be held in the spring prior to the ISSA National Team Racing Championship for the Baker Trophy.  Teams will be chosen per district allocations (max. 9 sailors/team).

10.2 Teams failing to complete or sign the Record of Participation   (RP) Form before the end of protest time at the end of the regatta, shall have 2 losses added to their team score and 2 wins deducted from their team score by the regatta chair.

10.3 Only teams, 9-12 grades, will be chosen, limited per district allocations, to represent the district at the National Baker Trophy Championship. Depending on the number of participating teams, numerous rotations will be attempted and racing may carry over to a second day.

11. Great Oaks Qualification for New Schools (doublehanded one division – min. 2/team)


11.1 One doublehanded single division fleet racing elimination regatta shall be held in the fall before the ISSA Great Oaks Invitational Regatta (ISSA Procedural Rules shall apply).  This event will be opened to all new teams (plus 11.3) with 2 or more team members.  Additional qualifiers may be chosen by district initiative.

11.2 The final qualifying SAISA team is composed of no less than two (2) or more than four (4) sailors.  This will be a one-division regatta.

11.3 The team must not have qualified for the Mallory or Baker regattas in the last 4 years.

11.4 Teams for the National Great Oaks Invitational Regatta in New Orleans, LA (or Austin, TX) in November will be chosen per district allocations (max. 4 sailors/team).

12. District Championships - Miscellaneous

12.1 Regattas that are eliminations for a National Championship shall conform to the conditions of that championship as adopted by ISSA.

12.2 When a scheduled elimination is canceled or not completed due to external conditions, the qualifying team(s) may be chosen based on past performance or resume.

13. Membership and Entry/Registration Information, Record of Participation (RP) Forms and Regatta Reports

13.1 All entries must be checked for proper team on-line registration. Note that “Preliminary” teams are not eligible to sail as they are not members of ISSA/SAISA.
13.1a All sailors identified on their team Regatta Registration Form must also be listed on-line under their respective team as members.

13.2 Following expiration of the protest period, signed Record of Participation Forms are reviewed for compliance by the Regatta Chair or his RC designee prior to issuing results.

13.3 Regatta Reports consisting of both Race Highlights and Results are required for all regattas, to be forwarded to SAISA within 3 days, consisting of:
13.3a The regatta name, venue & date.
13.3b Results showing the points scored by each school in each race. Additionally, for singlehanded events, the boat I.D. number.
13.3c Minimally the 1st - 3rd divisional & top 3 places will indicate the names of the sailors and the races sailed. In all upper level regattas, all sailors will be identified with the races sailed.
13.3d Race Highlights should contain a synopsis of the racing conditions, race summary, names of the Race Committee & support staff, & venue information.
